Our take

Confluence is the documentation platform most engineering teams end up with by default when they adopt Jira — the Atlassian bundle pricing and deep integration between the two products make running them together the path of least resistance. The Free tier's 10-user limit makes it a genuine trial rather than a usable long-term tool for growing teams. Standard at $5.16/user annually is competitive with Notion's paid plans. Where Confluence leads: the Jira integration depth is unmatched — linking requirements to epics to issues to deployments in a single Confluence page is genuinely useful for engineering documentation. Where Confluence loses: the editor is slower and less fluid than Notion's block-based system, page organization through nested spaces can become confusing at scale, and the product lacks Notion's database features entirely. Atlassian Intelligence (Premium/Enterprise) now offers AI page summaries and content generation, but the AI features lag Notion's more mature AI writing tools. The data center deployment option makes Confluence the choice for organizations with data residency or air-gap requirements that cloud-only Notion can't meet.

Product roadmap

Atlassian is positioning Confluence at the center of its Teamwork Graph — a connected data model linking docs, issues, code, and people. Q1 2026 brought Atlassian Intelligence across more page types and improved Team Calendars. The 2026 roadmap focuses on AI-assisted documentation workflows and deeper Jira Software + Confluence automation triggers. Server licenses end in February 2024 — all remaining server customers must migrate to cloud or data center.

Notion at the same price point does more and is more pleasant to use. Confluence's Jira integration is irrelevant if you're not using Jira.
